Statement by Ms. BAI Yongjie, Counselor of the Chinese Mission to the UN at the Roundtable on “Environmental Sustainability” of the UN High-level Event on Millennium Development Goals

主席先生，
Mr. Chairman,
保护环境是造福当代、惠及子孙的大事。确保环境可持续性是各国面临的共同问题，但由于各国的发展水平和处境不同，他们面临的挑战也不同。八年前，联合国千年首脑会议提出了综合的发展目标，将确保环境可持续性作为千年发展目标不可或缺的组成部分。在千年发展目标实现期限过半之际，各国对环境可持续性问题进行全面评估是非常重要的。
我将从中国的角度介绍情况并发表意见。
Environmental protection is an important mission that benefits both the present and future generations. Ensuring environmental sustainability is a common task for all countries. But due to different development levels and national conditions, countries are faced with different challenges. Eight years ago, the UN Millennium Summit put forward some comprehensive development goals, and made environmental sustainability an indispensable component of the MDGs. As we pass the midpoint for the achievement of the MDGs, it is essential for countries to have a comprehensive assessment of the issue of environmental sustainability. Now I"d like to make a briefing and share my views from China"s perspective.

Mr. Chairman,
加强环境保护，实现可持续发展，关系到中国现代化建设的全局和长远发展，也关系到13亿人口的福祉。
中国政府十分重视环境保护工作，多年来，在推进经济增长的同时，采取了一系列措施加强环境保护，取得了积极进展。从全国范围看，环境基础设施建设明显加强，生态环境保护建设工程顺利实施，环保的法律法规体系基本建立。环境污染和生态破坏加剧的趋势减缓，部分流域和区域污染治理取得初步成效，部分城市和地区环境质量有所改善，工业产品的污染排放强度有所下降。
Strengthening environmental protection and achieving sustainable development bears on the overall interest and long-term development of China"s modernization drive as well as the welfare of its 1.3 billion people. The Chinese government attaches great importance to environmental protection. Over the years, while promoting the economic growth, the Chinese government has taken a series of measures to protect the environment and has achieved good results. At the national level, environmental infrastructure is markedly bolstered, projects for ecological protection have been carried out successfully, and a legal system for environmental protect is generally put in place. The trend toward environmental pollution and ecological degradation is slowed down. Initial results have been achieved in cleaning up some of the polluted rivers and regions. The environment in some cities and regions has turned for the better, and the emission intensity of industrial pollutants has been reduced.
但是，我们清醒地认识到，确保环境可持续性，中国还面临巨大的挑战和困难。
一方面，长期积累的环境问题尚没有完全解决，新的环境问题又在不断产生。发达国家上百年工业化过程中分阶段出现的环境问题，在我国已经集中出现。
另一方面，由于人口多、底子薄，在现阶段和今后相当长时间，经济社会生活中还存在着难题，如不积累经济实力，不仅人民生活水平得不到满足和提高，而且也没有能力实施更多的措施保护环境。我们仍需保持经济平衡快速发展。此外，当前的世界经济出现许多新的问题，不确定因素增加，客观上对保持经济增长和保护环境都造成了新的挑战。
Nevertheless, we are soberly aware that China is still faced with daunting challenges and difficulties in ensuring environmental sustainability. First, new environmental problems keep emerging on top of unresolved ones accumulated over the years. The environmental problems encountered by developed countries over a hundred years at different stages of industrialization have cropped up in China all at the same time. Second, given its large population and weak economic foundation, China will no doubt encounter difficulties in economic and social aspects at present and in a long time to come. If we do not grow our economy now, it will be impossible to meet the needs of the people and improve their lives, or carry out more measures for environmental protection. We need to maintain a balanced and rapid growth of the economy. Third, the emergence of many new problems in the world economy has added to new uncertainties and posed new challenges to our efforts to maintain economic growth and protect the environment.
中国政府本着对国家、对民族、对子孙后代高度负责的精神，增强紧迫感，提出了树立科学发展观、构建和谐社会等重大战略思想，确立了建设资源节约型、环境友好型社会的奋斗目标。为此，也为促进全球环境的可持续能力，我们制定了多项具体目标，即：到2010年，中国在实现人均国内生产总值比2000年翻一番的同时，努力实现单位国内生产总值能源消耗比2005年下降20%，主要污染物排放总量减少10%，森林覆盖率达到20%，可持续发展能力进一步增强，控制温室气体排放取得新的成效。这些目标体现了防治环境污染和保护自然生态的要求，体现了人民群众的愿望。尽管难度很大，而且前两年的情况不够理想，但我们有决心，并将加倍努力，予以完成。
In a high sense of responsibility to the country, the nation and the future generations, the Chinese government, recognizing the urgency of the issue, has put forward the important strategic thoughts of fostering a scientific approach to development and building a harmonious society. Our goal is to develop a resource-efficient and environment-friendly society. In order to achieve this goal and promote the sustainability of the global environment, we have laid out a host of specific targets, i.e. by 2010, while doubling the per capita GDP of the year 2000, we will strive for, as compared with the 2005 level, a 20% reduction in China"s per unit GDP energy consumption, a 10% reduction in main pollutant discharge and a 20% increase in forest coverage. China will enhance its capacity to achieve sustainable development and keep the growth of greenhouse gas emissions under control. These targets not only serve the needs of tackling environmental pollution and protecting the nature and ecological system but also reflect the desire of the general public. Despite the difficulties and the dissatisfactory results in achieving the targets in the previous two years, we are determined and will redouble our efforts to achieve the goals.
主席先生，
Mr. Chairman,
保护环境、实现可持续发展是人类的共同责任，只有通过国际社会的共同努力才能最终实现。
为扭转全球环境恶化的趋势，还需要切实落实《21世纪议程》、《约堡实施计划》，大力推动国际合作。
Environmental protection and sustainable development is the common responsibility of mankind as a whole, and, in the final analysis, can only be realized with the concerted efforts of the international community. To reverse the trend of global environmental degradation, we need to implement in good faith the Agenda 21 and the Johannesburg Plan of Implementation, and intensify international cooperation.
（一）应统筹兼顾，保持经济、社会和环境三者协调发展。解决环境问题必须始终坚持从可持续发展的整体框架入手，以平衡、全面、协调的方式确保经济增长、社会进步、环境保护三大支柱共同发展。环境保护必须纳入各国的发展战略，并落到实处。
1. An integrated approach is needed to coordinate economic development, social progress and environmental protection. Environmental issues should be addressed within the overall framework of sustainable development to ensure that the three pillars, namely the economy, the society and the environment go hand in hand in a balanced, comprehensive and coordinated manner. Environmental protection must be incorporated into national development strategies and carried out in real earnest.。
